A reminder that seeds from fully double dahlias take longer to germinate, also a visual of how I transfer sprouted seeds to trays:

Planting Instructions:
Sow dahlia seed indoors 4 weeks before your last frost.
Start in damp seed starting mix in a covered tray.
Keep on a heat mat and check daily for germination.
Once sprouted, transfer to cells and place under strong light.
Do not transplant until all danger of frost has passed. Please allow at least 6 weeks for germination. Seeds from fully double dahlias take longer to germinate.
